A local man has been accused of exposing himself to young girls while they were walking to school.

According to a social media post from the Torrington Police Department, they received two separate complaints of a male allegedly exposing himself on Monday, May 6, around 7 am in the area of Brightwood Avenue and Eastwood Road. The victims were between the ages of 13 and 15 years old.

The male in question was reportedly driving a white SUV, and according to police, he drove up to the girls, called them over to his vehicle, exposed himself, then drove off.

Witnesses did get the license plate of the SUV, and that led police to 32-year-old Kevin Chapin of 22 Arbor Ridge Road.

Chapman was taken into custody and is being held on $100,000 bond and is scheduled to appear in Torrington Superior Court.

As a result of a police investigation Chapin was charged with three counts of risk of injury to a minor and two counts of breach of peace. Apparently, this is not Chapin's first offence, as he is currently on parole for other sex related crimes.
