Horrible Hundred Names Breeders and Puppy Mills Across The US

In April 2025 Humane World for Animals, formerly known as the Humane Society of The United States, released a list they call the Horrible Hundred.

According to Humane World for Animals, the Horrible Hundred is "a list of known, problematic puppy breeding and/or puppy brokering facilities." They go on to add:

It is not a list of all puppy mills, nor is it a list of the worst puppy mills in the country, but rather a list of dog breeders to avoid.

They report that 1/3 of breeders on the list are "linked to the American Kennel Club (AKC), a dog registry group that frequently lobbies against stronger humane laws."

The data that the organization collects describes violations like failing to provide proper care to injured and emaciated dogs to dogs living in cramped, filthy conditions.

11 New York Breeders Make Horrible Hundred List

This year, 11 New York breeders made the Horrible Hundred list.

The Humane World for Animals states that New York, along with Missouri, Ohio, Iowa, and Pennsylvania top the list with the most breeders to avoid.

5 of the breeders mentioned in the 2025 report are repeat offenders having made the list the year before. Those breeders are Levi Hershberger, Gray’s Doberman, Helen Sportsman's Kennels, Summerset Farms and Loper Farm Pets.

New York Pet Store Ban

Back in December of 2024, New York State put a pet store ban into play.
